Intervals are measured downward too. A perfect 5th down from C is still seven semitones, but it lands on F, not G.

Same two letters, different interval

The same two letters measure differently up and down: C up to G is a perfect 5th, seven semitones, but C down to G is a perfect 4th, five. The two directions always add up to an octave.
